Polling Place Accessibility Checklist - ADAP and the League of Women Voters of Alabama have partnered to create a one-page survey that can be used to access polling locations for common barriers to accessibility. The  survey is based upon federal accessibility standards under the Americans with Disabilities Act and voting system standards under the Help America Vote Act. AL DAN is requesting you to mark your calendars for Advocacy Day 2012! On Thursday, March 8, 2012 Alabamians with Disabilities are invited to Alabama's 2012 Disabilities Advocacy Day, which will be held in Montgomery in the tunnel, located under the Capitol Building in Montgomery. Recently we learned that the budgets of many Alabama State Agencies may be cut by 25% for Fiscal Year 2013, including the State Medicaid Agency, the Department of Mental Health, and others. The impact would be detrimental to people with disabilities throughout Alabama.

Note the new date! -- The Autism Society of Alabama has rescheduled its 5th Annual Autism Matters Legislative Day to Wednesday, March 14 from 10 am to 3:00 pm.  Join other self-advocates, family members, and professionals visiting their legislators to urge support for services for individuals with Autism Spectrum Disorders (ASD).  A free pizza lunch will be served in front of the State House at 11 am for attendees. A press conference is scheduled for noon on the State House steps. If you plan on attending, make an appointment with your legislator and hand-deliver a written letter. The Alabama Department of Mental Health (DMH) has announced a sweeping restructuring of how it serves persons with mental illness. The plan emphasizes community services, including community-based crisis stabilization units, and provides for the closure of four DMH facilities.   

"As [DHM] Commissioner Baugh develops a budget for the coming fiscal year she is faced with difficult choices: cut services to tens of thousands of people in community-based care or cut state-run mental health hospitals that serve under 500 people," stated ADAP Associate Director James Tucker.

"In the big picture, she is absolutely making the right decision," concludes Tucker, warning that appropriate support must be in place in the community for the plan to be successful.

"In addition to ensuring appropriate clinical treatment," said Tucker, "other issues that will have to be addressed in this transition include housing, medical care, basic living supports, and education."

Closing state facilities is a move that other states have made notes Tucker.

Just as it did with the closure of Partlow, ADAP will monitor the closure of the four facilities to ensure that the safety and welfare of persons with mental illness are protected and they are successfully transitioned to new homes and services.

New Study Urges Closure of  Alabama's Juvenile Girls Facilities - In a just-released report, two national juvenile justice experts concluded that delinquent girls committed to facilities run by the Department of Youth Services (DYS) would fare better in their own communities where they could receive more targeted and individualized rehabilitative services. The study reveals that these girls are low-risk, high-needs youth who have endured multiple traumas in their lives - including sexual and/or physical abuse, family disruptions, domestic violence, and school failure. Many of the girls studied by the experts had experienced repeated psychiatric hospitalizations. The study recommends closing two DYS facilities and creating alternative programs that emphasize trauma-informed systems of care that bring together families and community supports while, at the same time, keeping communities safe.  The report was underwritten with support by ADAP, the Center for Public Representation (www.centerforpublicrep.org) and the Southern Poverty Law Center ( www.splcenter.org) under a generous grant from the Public Welfare Foundation, an organization dedicated to ensuring fundamental rights and opportunities for people in need (www.publicwelfare.org).

Alabama Advocates Call for Passage of Haylee's Law - At the age of 21, Haylee Cain was faced with living her life in a nursing home.She didn't qualify for community-based care services that would allow her to live at home; Alabama's eligibility criteria for community care exclude Haylee because of the nature of her disability. At a press conference on May 23, 2011 Haylee and her family spoke out about Haylee's Law,legislation that is pending in the Alabama Legislature (SB 470) that would expand the eligibility criteria for such community-based care. Haylee's Law was introduced by State Senator Tammy Irons. ADAP, the Disability Leadership Coalition of Alabama and United Cerebral Palsy of Huntsville/Tennessee Valley and United Cerebral Palsy of Northwest Alabama co-hosted the press conference.
